He argues that Canadian decision makers have often been ignorant of the important role played by the military in supporting these objectives and that, as a result, Canada's defence policy has often been ad hoc, ill-considered, and badly implemented. Ultimately this has undermined and destroyed the Canadian government's attempts to construct a European political and economic counterweight to the United States.
