 | A Samaritan State? External Aid in Canada''s Foreign Policy Spicer Keith : KEITH SPICER is a graduate of the University of Toronto and of the Institute d'Etudes Politiques in Paris. He has taught political science and international relations at the University of Ottawa. In addition, Dr. Spicer has helped to organize the Canadian Overseas Volunteers (which has since fused with Canadian University Service Overseas). He has also served as a Special Assistant to the Minister of Justice. |
