CONSTANTINE MICHALOPOULOS, for many years a senior official of the World Bank, has worked on operations and research of trade policies of developing countries and economies in transition. In 1997-99 he was Special Economic Advisor at the WTO where he developed materials for this book as well as a better appreciation of the challenges faced by developing countries in the world trading system. He is author of Financing Needs of Developing Countries: Proposals for International Action, and co-editor of Trade in the New Independent State with D.Tarr, and Aid and Development with A.O.Krueger and V.Ruttain.
